		<description>going by a recent report in the papers, the authorities intend to gather 1400 institutionalized leaders for dialogues. it may just be a signal that they are wary of the potential emergence of ideological divide to destablilize an established power  and challenge a forumulated global mindset . perhaps, they think it is better to &#039;unionize&#039; them sooner, just in case, like their version of a workers&#039; union.  allowing the groups to grow without further tightening regulations may increase their &#039;prosperity&#039; to much of their discomfort aka dragon land( with wealth comes a build up of greater millitary might etc) up north in the eyes of the world.

the strategy is to get all these leaders to commit to a shared vision and values. whilst it may  help in achieving a certain level of peace and stability, i am not sure such compromises will make their kind a lesser being and ulitmately, lay the foundation for ruin.</description>

fact is, there are all kinds of &#039;gov&#039; everywhere. the smallest form of gov is perhaps the humble family unit. in a family, the head of the household is the &#039;prime minister&#039;. he may even be refered to as &#039;the father of his little nation&#039;.

a much larger form of &#039;gov&#039; is found in religious institutions. some of these rule over tens of thousands. in some countries, they ruled over millions of followers.

in the early days, one of this little gov actually changed the world.

so who decides what&#039;s best for sg?

the less obvious maybe a gov within a gov?

and the best part is, it is all legitimate...:)</description>
