I am looking for a group like Amnesty International , to get advice and or information on the Singapore constitution and how the law is being misused , basically for political ends , and the non separation of the executive and the law . Many things in the constitution are not respected , and questions need to be asked about the maintenance if the ISA for over 40 years .

Sad thing is that the Burmese know they had to stay indoors / Hotel / Temple. If not their photographs will be sent by the junta here to the junta in Burma, where their family and loved ones are still there.

I wonder if CSJ's not the one protesting outside the Istana but some Burmeses, what would the government do? Arrest them and be laughing stock of the world as they would be acting like the junta?

The specific provisions in this case won't be found on Statues Online because they are what's known as Subsidiary Legislation which are basically orders made by a Minister. June probably found them on a service called LawNet, for which you need to pay a subscription fee (but you get free access if you're an NUS student).

Off topic, but I just wanted to point out:

LKY, in 1996:
" ``I have visited (Burma) and I know that there is only one instrument of government, and that is the army,'' Lee said."

LKY, in Oct 2007:
"These are rather dumb generals when it comes to the economy..."

June,

Thanks. Where did you find it?

LifesLikeThat,

Quite so. So much for 'justice and equality', in the Pledge I recite every school day.

Celluloidrealitys,

the end result: Singapore law.

What can I say. It's daft.

When you can have a law and promise not to enforce it, and then you have a serious lack of common sense and a sense of natural law running around like a leaky drainpipe...

Read this: <a href="http://lalaland9.wordpress.com/2007/10/09/the-law-has-become-an-ass/" rel="nofollow">The law has become an ass</a> by lalaland.

As the days pass, more and more examples of arbitrary application of the law surfaces. We really are becoming a country with 2 sets of laws - one for the elites and the other which the elites decides for the rest of us with the widest discretion given to them to do so.

I'm sorry if this is too long but I think this is the legislation you're looking for. It's an order made by the Minister under s.5(2) of the main Misc Offences (Public Order and Nuisance Act)

MISCELLANEOUS OFFENCES (PUBLIC ORDER AND NUISANCE) ACT
(CHAPTER 184, SECTION 5 (2))
MISCELLANEOUS OFFENCES (PUBLIC ORDER AND NUISANCE) (PROHIBITION OF ASSEMBLIES AND PROCESSIONS — ISTANA) ORDER

[8th November 2002]

Citation
1. This Order may be cited as the Miscellaneous Offences (Public Order and Nuisance) (Prohibition of Assemblies and Processions — Istana) Order.

Prohibition on holding assembly and procession
2. No person shall hold any assembly or procession (other than a funeral procession in respect of which a permit has been granted under the Miscellaneous Offences (Public Order and Nuisance) (Assemblies and Processions) Rules (R 1)) consisting of 2 or more persons —

(a) in any public road, public place or place of public resort within the area described in the Schedule; or

(b) in or near any public road forming the boundary of that area,

unless he has obtained the prior permission of the Deputy Commissioner of Police in writing.

Application
3. This Order shall apply notwithstanding the grant of any permit (other than a permit for a funeral procession referred to in paragraph 2) under the Miscellaneous Offences (Public Order and Nuisance) (Assemblies and Processions) Rules (R 1).

THE SCHEDULE
Paragraph 2
DESCRIPTION OF AREA

Commencing from the junction of Orchard Road and Buyong Road, in the direction leading to Cavenagh Road, thence along Buyong Road into the slip road to Cavenagh Road, along Cavenagh Road up to the perimeter fencing between Istana and the Bukit Timah Water Works, thence along the perimeter fencing up to Mackenzie Road leading into Sophia Road, thence along Sophia Road to the perimeter fencing between Istana and No. 107A, Sophia Road, thence along the entire stretch of Istana’s perimeter fencing leading up to Plaza Singapura, thence along an imaginary line to Orchard Road, thence along the slip road leading into Penang Lane to the junction of Penang Road, thence along Penang Road to Buyong Road to the point of commencement.
