Of course.. the rationale here is market rate, despite that PCF is supposed to be a non-profit organisation.
Obviously, even non profit organisations have to at least earn enough to cover their costs in order to stay in the market. If different PCF centres have different costs, it is not certain if that is due to profit seeking markups or just a reflection of different cost structures. The onus is on people to find out where to get the cheapest deals.
