		<description>rather than give a nice round &amp; big figure of $1 billion, why not give a more realistic figure how much that translate to an individual? include details like what kind of people are or not qualified to recieve the handout, is the process very combersome?, do the low wage workers know about such schemes?, so on....

also good to know if there are safeguards to prevent abuse, or &quot;mishandling&quot; of the funds.</description>

If they use this money to fund local start ups or welfare funds for the poor low waged workers, then they will win the hearts and votes from the low income people. People who are desperately poor will be cursing the government for fail stakes overseas.</description>

Stop dishing out figures on issues you have NOT been able to solve for decades!  We want to see REAL action, not stats, figures, and published denials.
