I'm sorry, but I seem to be missing out on where the economics is?
this is more of a political economy commentary a la Mancur Olson.

Jackson, perhaps you should re-read the whole article again and perhaps the actual message of it might come through clearer.

(Universal)Human Rights remains a high falutin ideal and is subject to abuses as long as freedom of expression is curtailed and conscriptions of citizens against their wills are allowed to be enforced. Conscription is akin to enslavement of fellow countrymen/humans.

Any Human Rights Organization should know the Fundamental Rights of any human being and work to have the Rights respected and given before going into further euphuistic ideas of Human Rights.

There are simply too much ideas and talks but little results have been achieved thus far, especially in dictator ruled countries.

Basically, the author is arguing that ASEAN's dismal human rights record will ultimately be detrimental to the economic growth, which is what most member states are concerned with.

To that, I'm not so certain if that will be so. After all, despite China's somewhat speckled human rights record, US firms are rushing in to capitalise on the huge market. The fact that many US rights group and citizens are admonishing organisations like Yahoo! for restricting search results, for example, does not have that great an impact.

Ultimately, my point is that I doubt cross-border investments will push for a more effective human rights mechanism. Perhaps indirectly: economic growth leads to better education and that empowers the people to push for their own rights.

I think ASEAN should expand and invite other East Asia countries to join eg. China, Hong Kong, Macau, Japan, Taiwan, North/South Korea and Mongolia.
