I think one of the difficulties of placing AEDs all over HDB flats is the cost. A brief search on Amazon shows that each unit costs about US$1,200. Moreover, I expect each device to require some maintenance and replacement costs over time, which may include potential vandalism on units placed at HDB flats.

I have no idea how much it'll cost for such a widespread deployment. Here's a very rough estimate: if we have one AED for each 100 persons, that'll cost US$48 billion assuming the above price and 4 million people.

It can be argued that money should not be a factor when it comes to saving lives, but I think this has to be compared with the effectiveness of such a plan. However, I agree that putting them at "strategic" places like army camps and parks will be pretty effective.

But one thing I'll support for sure, is to increase the CPR knowledge of the people. Speaking of which, I think I'd better refresh myself on how to do a CPR!

When it comes to prevention - I think people are generally aware of the various factors that would increase one's risk of suffering from sudden cardiac arrest.

Like you said though I agree that more could be done to ensure that each chain in the chain of survival works optimally. On top of increasing the accessibility of AEDs -personally off the cuff I think having one for each block of flats would suffice, I feel there has to be a greater emphasis placed on CPR proficiency, after all an AED is designed to be used in conjunction with CPR.

I remember reading that recruits now learn CPR as part of their basic training, this is a move in the right direction. Moving ahead I think making CPR part of the school curriculum for all would be an ideal move.

The government will probably give you a brochure and ask you to go for an annual health check. They can also harvest your organs and import foreign talent to take your place.
