世界卫生组织(WHO)紧急委员会昨日(30日)召开会议,并证实宣布中国新型冠状病毒疫情,构成国际关注的突发公共卫生事件(PHEIC)。 国际关注的突发公共卫生事件(Public Health Emergency of International Concern ,PHEIC),是指按特殊程序确定的不寻常公共卫生事件,包括:疾病的国际传播对他国造成公共卫生风险,以及有可能需采取协调一致的国际应付措施。 这也是世卫组织在史上第六度宣告,并承认疫情对中国以外国家有风险,国际社会需一致应对,惟呼吁不限制对中国的旅行或贸易。 中国境外确诊病例增加 紧急委员会主席胡辛(Didier Houssin)在记者会表示,与会者几乎一致建议宣告PHEIC,原因是除中国境内案件数量上升,境外确诊病例的数目也增加。 世界卫生组织总干事谭德塞(Dr Tedros Adhanom Ghebreyesus)在宣布这一决定时,强调世卫最大的担忧,是病毒可能传播到卫生系统较弱、准备不足的国家。 因此世卫现在必须采取行动,帮助各国做准备,透过引起国际社会的关注,共同努力控制疫情 。 他在记者会中提到,如今在中国以外的18个国家中有98个新型冠状病毒病例,其中德国、日本、越南和美国出现人传人病例。世卫忧虑这些可能是开始跨国传播的警告讯号。 相信中国有能力控制疫情 不过,他表示上述公布不是对中国表达不信任,反之世卫组织相信中国有能力控制疫情;并提到前几天在北京与中国领导人习近平会面,“绝不怀疑”中国对透明度以及对保护人民的承诺。 同时世卫暂时将这种病毒引起的疾病称为“2019-nCoV急性呼吸道疾病”(2019-nCoV acute respiratory disease),直到未来开会确定名称。 过往世卫组织曾5度宣布“国际关注公共卫生紧急事件”,包括2009年的甲型流感病毒(H1N1)、2014年西非埃博拉病毒(Ebola)、2014年的小儿麻痹症、2015年到2016的兹卡病毒(Zika)、2019年刚果民主共和国的埃博拉病毒。
