少年旅爱心礼物活动(BBSG)慈善计划,还有一周就要结束了,主办方呼吁公众捐赠更多清真罐头食品和方便面,以便达到预期目标。 主办方于周五(13日)发文告指出,随着周三的食品捐赠和收集结束后,目前所获得清真罐头食品达到目标的54巴仙,而方便面则达到了60巴仙。 当局欢迎善心人士捐赠的清真罐头食品,包括罐头金枪鱼、玉米粒、咖喱、仁当和蘑菇等。 当局指出,根据志愿者反馈,发现罐头食品和方便面因更容易准备,而成为对受惠者来说,更有用和必需的捐赠品。 “BBSG鼓励公众参与最后一环的捐赠活动,在散播佳节欢乐气氛的同事也帮助社区中的弱势群体。” 今年预计有3万3931人将获得BBSG赠送的食品篮,内含有基本食品和简易食品。 有意参与食品捐赠的民众,可以将捐赠物品交到12个收集点,即武吉知马广场、碧山8号交叉口、勿洛购物广场、淡滨尼购物广场或大巴窑组屋中心的职总平价合作社,以及宏茂桥中心、后港第1购物商场、裕廊坊购物中心、实龙岗NEX购物中心、嘉龙威购物中心、裕廊东JEM购物中心,以及裕群仓储会员店的平价Xtra霸级市场(FairPrice Xtra)。 民众也能透过职总平价合作社的网络专页,购买价值20元、50元、或80元的家庭礼篮,也可透过扫描每天在收集点分发的硬币罐上的二维码,经由PayNow程序进行捐款。 民众也可以参与自本月9日开始至28日,在少年旅总部进行的日常礼物篮派送活动。有关活动在公共假日前夕及假日当天没进行。 每天的礼篮派送活动分三个阶段进行,分别为上午11时、下午1时和3时,每个时段都需要10辆车子。当局促请所有志愿者到该网站专页 www.bbshare.sg ,提前注册想参与的活动和时段。

“我才意识到,原来病患从私人医生被转介到政府医院看专科医生可能无法享有补贴,只有综合诊所转介的病人才有资格享用。” 网民Tan Keong Boon周二(10日)发表文章《医疗费用:帮助那些无法享用补贴的人们》到海峡时报论坛中,质问为何立国一代不能享有补贴,如果是从私人诊所转介到政府医院。 文章表示,大多数受雇人士都可以到与公司合作的家庭科医生,其中是因为可以享用与雇主共同支付,即使在退休后,他们在没有雇主的共同支付下,仍然需要和同一位医生继续跟进病情。 对此,作者表示是否可将补贴扩大至私人医生转介的病患。 建国立国一代转介专科均有补贴 卫生部集团总监Chan Beng Seng,今日于《海峡时报》论坛上否认此说法,表示当建国一代与立国一代被转介到专科时,均有资格获得补贴。不仅仅是综合诊所转介的,获得社保援助计划(CHAS)的私人医生也可以获得补贴。 换句话说,只有社保援助计划(CHAS)批准的私人家庭科医生在转介给政府医院时,才能获得补贴,那也算是半政府经营的诊所之一。 卫生部表示,“在专科,病人可以享有高达75巴仙的门诊服务补贴,而建国一代与立国一代则可享用额外的服务与药物补贴费用。而早前由私人家庭科医生的病患,无论是建国一代还是立国一代,都可告知专科,再由工作人员申请将他们转入补贴服务中。” 他同时也澄清,无论是私立医生或是公立医生,其医疗技术均无区别,也暗喻公立医院的医生素质都很好。 对此,总监补充,卫生部将会继续维持新加坡人的医疗系统,确保更加经济实惠,若病患在经济上遇到困难,即使透过各项补贴也无法填补医疗费用的缺口,可咨询医院内的医务社工寻求协助。 “没有任何人应该因无力支付,而得不到适当的医疗照顾”,总监最后说道。
服用女友的治头疼药丸和一些咳嗽药水后开车,导致德士司机危险驾驶,汽车失控冲上路堤,撞上一辆摩托车和罗厘,更导致摩托车骑士被压在罗厘底下当场身亡。 34岁的德士司机陈德祥(Desmond Tan Tat Siong,译音)昨日(12日)在庭上,被控导致57岁摩托车骑士身亡一事表示认罪。他还被指控导致罗厘司机受伤,目前控状尚在考量中。 根据法庭文件指出,被告于去年9月19日下午3时感到头疼,决定驾驶他的德士到女友家睡觉。 他当时服用了女友取自蔡厝港政府诊所的两颗头痛药丸(Anarex),以及取自另一家诊所的止咳药水后出门。 Anarex药丸用于治疗各种病症,包括头疼、关节痛和发烧,含有奥芬得林(orphenadrine citrate)和对乙酰氨基酚(paracetamol)等活性成分。其中奥芬得林的副作用,有头晕、躁动、视线模糊和轻微亢奋,使用者不适于驾驶或操作机械。 转弯处没减速致车子失控 被告约在3时50分自双溪加株一带驾驶时,经过了一段警示驾驶者降低速度的路墩和速度调节带后,在接近转弯处并没有减速,仍然以超过60kmh时速行驶,导致车子失控。 他左转后紧急右转,冲上了路堤越到对面路,撞上迎面而来的一辆摩托车和罗厘。 当时,骑士Chong Ah Hee在罗厘司机阿里(Tawrad Sharafod Ali, 28)的前方驾驶。 受到撞击,骑士被高高抛起,随后身体卷曲地躺在行人道上,正好就在罗厘前方。而罗厘当时为了闪避德士,也冲上行人道,将摩托车骑士压在车下。 骑士经过多重重创,当场身亡,罗里司机的膝盖受伤、背部也扭伤,被告则头部受到轻伤,手上也有擦伤。 控方要求最少11个月监刑 控方指出,根据医生调查显示,被告在发生车祸时并没有任何昏迷迹象。然而,毒理学报告指出,透过血液了解到,被告曾在事发前服用过药物,包括有可待因(codeine),一种可能引起嗜睡、精神错乱和重影效果的止咳水,以及可能引起困倦并影响人们认知的二氢可待因(dihyrocodeine)。 报告指出,其血液中发现的药物,通常还会令服用者产生心跳加速、头昏和视力模糊的副作用。 检控官提出对被告下判最少11个月的监刑,因为后者不应该在不清醒的情况下开车。“他不应该冒着危害其他道路使用者安全的危险开车。” 他指出,德士的失控没有导致更多人受伤,纯属偶然。“被告已非常危险和轻率的态度驾驶,尽管经过路墩和速度调节带,但是车子在转弯处还保持至少60kmh时速,他明显就是危险驾驶。” 他补充说,被告血液中所发现的某些药物时纯处方药的活性成分,而这类药物只能经由注册医生出售,但是被告却在没有医生诊断后,服用女友的药方。...
新加坡境内哪一区的电梯最难维修?恐怕是惹兰勿刹吉兰丹路第30座组屋的电梯! 有网民在新加坡脸书社交网页All Singapore Stuff上抱怨,有关组屋的居民感到非常不满,组屋电梯的提升工作竟拖沓长达28天,形同在为难那些不良于行的乐龄住户,未考量到他们的需求。 根据惹兰勿刹市镇会在该组屋张贴的通告,指市镇会正进行电梯提升计划(LEP),有鉴于电梯安装使用至今已有些时日,因此要提升电梯安全性能,符合建设局的最新要求。施工期间电梯也要暂停服务。 至于网民分享的照片,则可见通告栏上方,还多了一张疑是由当地居民贴上的公告,内容大意是如居民在佳节来临之际因为电梯提升工程受影响,就拨打相关号码要求当局采取行动。 “我们这里是乐龄区,不可能让我们每一天上下楼梯,如有任何闪失没有人会负责”。 该则公告也指责数日下来却不见有人来开工,电梯却一直停留在15楼。故此,公告呼吁邻里居民一同发声反映。 据了解,惹兰勿刹市镇会曾回应《8视界新闻》,指他们将和承包商合作,尽快完成工程,减少对居民构成的不便。
拿着乘客的手机,自己为自己打星,私召车Grab司机被指控不诚实手段取得他人财产、实施鲁莽行为等指控,被判5000元高额罚金 据《新报》报道,32岁前Grab司机吴亮东(译音,Alvin Ng Liang Dong)发现乘客将手机遗留车上,于是便利用他的手机为自己打最高分五星,之后将手机扔在汽油站中。 他表示,之所以会有如此行为是因为他认为就算他抽出载客时间,将手机交还给乘客后,Grab公司也不会予以他任何补偿,因此才会出此下策。 事件会被曝光,是因为女乘客在下车后发现手机遗失,再登入另一部手机查看他的Grab账号时才发现,自己莫名其妙为司机打分,因此怀疑是司机所为,于是向Grab公司投诉,并且报警处理。 事后,在警察调查期间,他也坦言自己懒得交还给乘客,而将手机丢弃,而且向公司撒谎说自己找不到乘客的手机。 罪行不仅一桩 司机不仅仅是这一项罪行,今年8月26日,司机因为得不到20巴仙折扣而和收银员发生争执,在离开之际,因为听见收银员在背后议论,他再度回到收银台前,将放置在牌子仍向收银员。 事后,他在脸书上发现收银员获得了服务出色的称赞,惹怒了他,便开始在脸书上转载并留言侮辱收银员。该名收银员在发现他出言不逊后,感到惊慌失措。 检方表示,司机并没有作出任何的赔偿,而司机则向法官称对自己的所作所为感到非常抱歉,但也解释当初是因为收银员和他争执过程中,让他想到了他的父亲,也触怒了他。 至于被丢弃的手机,司机则表示当时手机内并没有任何Sim卡,无法联络当事人。 目前该名司机已不是Grab司机成员。 一旦罪成,司机将可能会被判最高六个月至两年监禁,或罚款2500元,或两者兼施。
本周二,新加坡前进党发表声明,指责《防止网络假信息和防止网络操纵法案》赋予部长权力,来宣布哪些消息内容是假的,但欠缺明确的阐释和标准,该党认为这并不符合透明和问责的原则。 尽管该党认同,政府有必要采取迅速行动避免假消息散布,但也强调,要裁定哪些新闻是假消息、该做出怎样的惩处,为了彰显中立理应由新加坡法庭来处理。 然而,律政部联合通讯及新闻部也很快在隔日作出反驳,该部坚称,该法下要求部长明确说明为何相关内容存伪。如何定夺虚假讯息也有法律先例可循。 反问毕博渊言论自由可曾被抑制? 该部还反问,毕博渊只是被要求更正网络贴文,他的言论自由可曾被抑制? 律政和通讯及新闻部也指责,前进党声称部长可随意施加任何惩处。该部反驳部长可给予更正指示;如相关人士拒绝遵循,只有法庭可以施加惩处。 不过吊诡的是,本社记者重新阅读新加坡前进党在本月10日发表的声明,从头到尾都未指控部长可随意施加任何惩处。 联合声明存误导论点? 本社主编许渊臣则在英语站发表社论,点出两部门联合声明中似乎存有误导性论点。 许渊臣认为,该部试图解释,只要涉事者遵守更正指示,就不会遭到惩罚;然而,前者质疑若根据《防假消息法》第七项,并没有阐明被指示要求更正者不会受到任何检控。 此外,要不要提控前进党党员毕博渊和时政网站“States Times Review”,仍取决于总检察长决定,是否援引该法第七项提控。 《防假消息法》第七项阐明,若使用假帐号或机器人散播虚假信息,可面对不超过5万元罚款或不超过5年监禁,或两者兼施,其余个案罚款不超过50万元。 恶意散播假消息、损害公共利益者,可被判坐牢长达10年、罚款最高10万元。新法案赋予政府更大权力,可强制发出假消息的个人/网路平台,更正或撤下假新闻。不愿遵守指示的机构,可被判罚款高达100万元。 再者,《防假消息法》对于所谓假消息的定义也十分广泛笼统。今年5月,工人党主席林瑞莲在参与《防假消息法》草案辩论时,就曾质疑法庭在法令下的权限,包括检视是否有关部长对相关消息“反应过度”,或者对涉事者施加的指示过于苛刻,以及是否真的危及公共利益? 寒蝉效应 致使更多人不敢讲真话 至于两个部门质问,既然毕博渊的原贴文仍能在脸书浏览,那么“他的言论自由可曾被抑制?”,那么当局可能又搞错重点了。 看看该法下赋予部长的权限,以及法案涵盖的范围笼统之程度,足见一般民众并不是嘴巴被胶带堵上,而是他们的思想。寒蝉效应致使更多人因为恐惧,而不敢对当权者讲真话。 此前,前进党在脸书发表一帧讽喻漫画,漫画里的各族群角色,代表新加坡公民,都被写着“POFMA”的胶带封住嘴巴,暗喻《防假消息法》致使公民都不敢发声。 基于以上数点,许渊臣认为,或许两大部门才应检讨,在《防假消息法》下,他们的联合声明是否存有误导群众的信息。“遗憾的是,只有部长或公务员可以动用“泼马”法,并不能拿来对付涉事的部门。” 看起来,非政府群体和群众,在《防假消息法》下面对可能因小失误就被惩处的风险,反观部长们仍可以畅所欲言。

杜弗路附近的多层楼停车场顶楼,发现有人燃放长约八分钟的烟花,不仅有人问到“怎么没有警察出动?”。但是,也有网民指出,有关的烟花燃放是杜弗民众联络所管理委员会(Dover CCMC)和圣约翰圣玛格烈堂(ST John’s St Margaret’s Church)所举办的圣诞庆典。 周二(11日)下午就有一个长约八分钟的视频在各社交媒体传开,指有人在杜弗2A栋多层停车场的第五层楼,非法燃放烟花。 视频中可看到在停车场顶楼的烟花燃放,八分钟不间断,且只见数人在该楼层,显然已有禁止他人上楼了。 部分网民看了视频,都表示放了这么长时间的烟花,“提前庆祝圣诞,待会警察就会请你回到警察局过圣诞前夕”、“怎么警察还没来”、“明天肯定有两个人因为非法燃放烟花而被逮捕”、、“吃太饱没事做就找茬,很快就会被逮捕,如果付不起罚款,会在新樟宜监狱内度过圣诞节” 。 民众联络所与教堂联办 然而,就有部分网民展示“证据”,指出有关烟花燃放活动合法的,由两个单位,杜弗民众联络所管委会和圣约翰圣玛格烈堂联合主办,以欢庆圣诞节的到来。 署名Aneirayqal Adrian的网友展示由该管委会发出的通告,指两个单位在本月7日举办上述活动: 下午6时至9时,在杜弗路第2栋组屋前的广场举办2019年圣诞庆典,并且会在2A栋多层停车场顶楼燃放烟花。 为了安全起见,该停车场的5A和5B停车位将从6日晚上10时开始关闭,至到7日晚上11时才开放。 他们也促请不清楚状况的其他网民不要乱下评论,以便惹来不必要的麻烦。 有人认为燃放烟花的地点不安全,却在其余网民表示是当局的意思时,顿时“无言”了。 林勋强亦出席活动 即便前贸工部长(贸易)、现为贸工部特别顾问的林勋强,也有出席上述圣诞庆典活动,并提及有燃放烟花环节。
非营利组织“乐于助人基金”(Happy People Helping People)为了协助拾荒老人筹款,将邀请政治人物参加体验活动“穿上他的鞋走一英里” (A Mile In Their Shoes),让他们体验5小时的拾荒老人的生活,从中了解这些老人所面临的困难。 其中受邀政治人物包括人民行动党以及各党派人士,而答应出席有新加坡民主党三人、革新党二人、以及前进党和人民力量党各一人。人民之声两人则表示可能参与,“乐于助人基金“也邀请了非政治人物参与。 为了能够在活动期间筹集资金,乐于助人基金也计划使用募捐平台Give.Asia进行筹资,最终所获得的资金将平均分配给约150名老人。然而,在筹资这条路上可说是困难重重,由于Give.Asia不能透过募捐平台进行“政治活动”,迫使乐于助人基金只能再寻觅替代的筹款方式。 本社也针对此事向Give.Asia询问,但尚待回复。 近年来,拾荒年长者成为社会关注的课题,他们为了赚取少数的收入而捡拾纸皮和铝罐,然而过程困难重重,已让许多老人身体吃不消。 乐于助人基金表示,“我们觉得这是这一代老人对社会绝望的迹象,捡纸箱不仅会造成背部疼痛、不卫生、危险,而且所赚取的收入也仅仅达每公斤0.04元的一点点收入。” 今年,李光耀公共学院的研究报告指出,新加坡老人至少需要1千379元才能维持基本生活。由此,老人每月至少要有3万4374公斤,即指每日至少1千150公斤的志向才有可能维持基本生活收入。 乐于助人基金表示,自2013年开始关注老人捡纸箱课题后,他们发现拾荒老人在每日顶多只能赚5元,加起来才每月150元,这比基本生活开销的低十倍。 尽管许多老人也正在接受政府的补助,但仍然不足以达标,甚至部分老人因为正居住在三房式组屋内而被政府补助计划的标准刷掉,导致生活更拮据。 此外,乐于助人基金也强调,大部分在街上捡纸箱的年长者都面临身体状况不佳的问题,很多人老人都患有眼疾、听力较差等等的生理问题,他们只能推着推车以作拐杖,扶持他们走路。 “这难道就是我们赞美的活跃乐龄(active-ageing)或者健康年长者生活?”,乐于助人基金表示。
