据《雅加达邮报》报导,随着本月11日发生两起事故,印尼首都雅加达已禁止电动滑板车在该城市上路。 雅加达交通执法机构禁止电动滑板车在人行道、人性天桥和道路上行驶,只能用在脚车道上,以期保障行人安全。 若被发现违反条例,将在该地交通法令下被罚款50万印尼盾和监禁两个月,有关条规也适用于电单车骑士。 事缘本月11日,两位年仅18岁的青年,在使用共享电动滑板车服务 GrabWheels时被汽车撞死。当时他们和其他四位友人一起骑电动滑板车,孰不知被一辆超车的驾驶者撞倒,两位青年丧命,其余四人也撞伤。 GrabWheels是Grab公司旗下的共享电动滑板车服务,在去年11月推出。 至于雅加达执法当局料将拟定条规,进一步管制电动滑板车的使用,预计将在下月落实。 我国政府也刚在本月5日起禁止电动滑板车在人行道行驶,此举也为本地使用该代步工具工作的送餐员生计带来影响。不过,有鉴于此前发生包括电动滑板车撞死六旬老妇的严重事故,,有民众也在网上设立请愿书,号召人民联署请愿禁止个人代步工具和电动踏板车。 陈笃生医院在上月21日公布一项数据,比起2017年,今年有高达68巴仙的个人代步工具相关意外发生。在2017年1月至2019年9月,院内共接获213个人代步工具相关意外被送入院治疗,其中有6宗是死亡案例。另外,院内也接获6宗遭个人代步工具而受伤的通报。

近日香港三罢行动愈演愈烈,不少未经证实的传闻也就此展开,例如一张看似是载着小孩的黄色校车,其车前被燃烧的照片,并配有“暴徒恐吓警察子女袭击校车 香港妈妈:救救孩子!”为标题被网路疯传,甚至有邻国媒体以此图作为新闻报道,最后才承认此事并未得到香港官方的证实,而相关媒体也因此致歉。 据悉,有关照片是由中国媒体《环球时报》所报道,报道描述,“熊熊的火苗在一辆黄色的香港校车前燃烧。下午,警方在记者会上证实,有暴徒将汽油弹投掷在了一辆学校校车前,情况非常危险。” 报道续指,该园一辆车牌号码为“DS6258”的校车早晨在开往学校的路上,在薄扶林路上接近香港大学的区域遇到一个路障,当校车试图绕路时,一群示威者涌来并打砸校车车窗。声明称,示威者打砸校车时,车上还有一名小朋友,但小朋友没有受伤。 而在事件未获得证实前,便由邻国马来西亚媒体《星洲日报》转载,引起网民热议,有网民直接私讯该所幼儿园,而得到的回复则是“并无此事”。大马Astro前新闻主播刘元元亦转载一名来自大马媒体从业人员的脸书帖文,直指在未经证实下制造假新闻,已经造成伤害,呼吁网民在阅读前必须先查证消息来源。 昨日(14日),《星洲日报》也公开向网民道歉,承认未经证实前便转述该报导。《星洲日报》表示,在他们几经验证下,香港当局均未提及上述事件,而也未获得幼儿园校方的证实,仅在幼儿园的脸书页面上看见停课消息。 至于有关网图的真伪,香港警察公共关系科总警司谢振中周一下午在记者会只提及,“马鞍山早上有人掟汽油弹,在校巴前着火”,未作进一步做说明。
前非选区议员余振忠: 个人代步工具(PMD)近日由于一些“错误”的原因频频上头条。个人代步工具一开始较低调,但随着陆交局2013年为了能够鼓励步行与骑脚踏车,而开始有所增长。最后,当局于2017年时通过《活跃通勤法》,允许个人代步工具用户及送餐公司使用行人道,并且限速每小时15公里。 自此,行人道意外大增,也促使政府数度反复政策,直至今年11月5日起,电动滑板车才正式禁止在行人道上使用。 那我作为一名驾驶者、脚踏车、行人以及个人代步工具用户,我分享我个人看法。 我也是偶尔使用个人代步工具而已,那是我女儿的,她平常用来通勤到她距离不到一公里距离的上班地点。当然,在电动滑板车禁令发布后,由于路线无法与自行车连接后,她索性将之兑换成现金。比较可惜的是,这确实是她上下班最便捷的方式,而且我也数次使用她的个人代步工具,用于短途行程,过程都相当顺利便捷,而且没有出现过任何事故。 与此同时,自我年轻开始,我也是一名脚踏车骑士,除了可以做运动,它也可以让我通勤。我对于骑士上路的安全性一直相当担心,因为我们的道路本来就对骑士非常不友善,而且开车司机往往相当不耐烦。我有此担忧,也是因为我年轻时曾发生过严重车祸,当时我仍在上大学,正在我家附近,勿洛地区附近骑脚车。一辆载着工人的罗厘飞快地从我身边掠过,擦撞我脚车的侧面,也把我撞倒在路上。 年轻时骑脚踏车曾出车祸 当时我明显听到工人以福建话向着司机表示,“撞倒了,快点跑”,是的,就是所谓的肇事逃逸。一切发生在电光火石间,我来不及看见车牌号码,我的脚车手柄也损毁了,身上还带有伤痕,但庆幸没有任何骨折。在惊吓后,我将手柄放回去,再推着脚车回家。自此之后,我变得相当谨慎。换言之,我也会开始降速。 当我加入国会时,我针对脚踏车道与共享道路课题提出更多建议与呼吁。我记得在我其中一次的发言后,时任淡滨尼集选区议员伍碧虹向我透露,她听到我的发言后感到欣慰,因为有更多议员为骑脚车的人发言了。她表示这段时间来,只有她一人在倡导这件事,而当时的淡滨尼社区被誉为是新加坡首个脚踏车市镇,拥有比其他社区更多的脚车道。 然而,无论是在我、还是她或是其他人的反映下,政府给予的回应是,“我们确实有在新加坡大部分地区设立公园联道”。是的,这是一项相当好的休闲设施,但它能解决日常通勤工作、购物或载孩子上下课吗?不,多数都无法做到,所以还是必须回到危险及不友善的道路上行驶。 脚车用户通勤、出行的不便 因此,当我每次看见国家发展部为私人地产拨出资金进行升级时,我就纳闷为何他们不考虑提升脚车道呢。据我所知,弗兰克园(Frankel Estate)也即将升级,但能够提升我们脚车骑行的体验,我有所保留。希望我是错的。 我也特意尝试在其他大城市骑脚车,我曾在美国旧金山骑行,而那天的骑乘经验让我留下深刻的印象。在那里,民众可以真正依靠骑脚车上下班,即使是长途行程,也会有许多人这么做。他们反而没有脚车车道,而是在道路上,为能与脚车共享道路而立下一些规定。 即使在旧金山的路上没有针对脚车的任何标记或规定,不过比如在郊区,汽车司机也非常遵守纪律,懂得礼让精神,让脚车先行。我很少看见新加坡的驾驶者能够优先礼让脚车。为了我的安全,我经常视他们为咄咄逼人的司机,而且他们通常也是。打从我多年前出车祸后,我经常会回头检查,是否有任何超速行驶的车辆试图靠近我。除了在旧金山,我也曾在日本骑脚车,总的来说,那些经验都比在新加坡来得好。 由于目前个人代步工具仅限在脚车道上行驶(不允许在行人道与道路上行驶),那焦点自然会放在脚车道设施上。尽管国家发展部,在2013年已经为基础设施作出改善,但整体而言,我国的基础设施仍然严重不足,我国在基础设施的发展上仍然有相当的长远的路程。因此如何在让共享道路的标志更明显,或是教育骑士如何安全使用共享道路上,成为当前必须的措施。 本地行人道已相当狭窄 如果我们致力于发展更安全更有效的道路使用者,我们可以向许多城市学习。对于脚踏车用户方面,由于使用群体相当小,政府可能未有采取立即措施的压力;然而,对于个人代步工具,它是相当普遍,因为政府日前的大力推广,让它迅速增长,也在一时间成为不得不立即处理的社会课题。 作为行人,当然我非常赞成禁令,因为目前的行人道确实相当狭隘,而新加坡人口却愈发拥挤。可是当人们说我们必须在行人道上禁用个人代步工具是因为日前的伤亡案件,那反过来我们也需要禁用汽车上路,因为这些不是造成更多意外发生吗?根据安全规则只是,道路是供汽车所使用,而行人则应在路口或交叉口小心使用。因此才会有行人道的设计,旨在让老人或小孩可以安全使用。如果我们允许这些个人代步工具在行人道出现,他们可能会出现失控而导致行人道的风险增加。 作为一名驾驶者,我也曾经历过个人代步工具在路口突然冲出,或是在车辆见快速行驶。个人代步工具用户必须了解在路口,骑士是有必要先以使用者为先,我也曾目睹数次令人不舒服的事故发生,个人代步工具用户突然冲出路口,或红绿灯等车时蛇形穿行。 毫无疑问的,他们是有通行权的,因为这本来就是共用的道路,但其实在路口时都必须先左右看路,所以在个人代步工具快速冲出前,骑士原本就已经事先检查路口的情况,确保安全才会开始行驶,却无法预料到个人代步工具的冲出。 我知道一些驾驶者可能在阅读文章后不赞同,质疑我为什么要提倡脚车用户使用道用,甚至让个人代步工具共用部分路段。当然,这还需要更多研究支持,但目前我认为直到我们有足够的脚车设施前,我们都需要将它们考虑以共享道路的方式骑车。骑士必须了解,路上仍然有其他的使用者,或是慢车道也有可能会被其他使用者使用。 700万元折旧配套无法全面解决问题 最后,我希望在考虑如何处理个人代步工具时,我们同时也可以增进相关技术。先进的技术可以帮助我们追踪时速和确定个人代步工具的位置。它甚至可以分辨个人代步工具是否有所注册。时至今日,个人代步工具的滥用和频传意外的频率已经促成数项突发政策。许多人对此感到沮丧和愤怒是可以理解的,因为他们一直乖乖地遵循政府所做,最后将他们不符合UL2272 规定的个人代步工具售出,然后再购买符合规定的个人代步工具,结果却发现除了能够在休闲场所用,几乎毫无用处。 700万元为送餐员折旧换新配套,只能解决一小部分的问题,即使如此,对于送餐员而言,他们仍然不满足于此。在我们的驾驶者还未了解共享道路的意义前,同时可能还会有更多更快、更先进的设施上路。...
