向非法大耳窿借钱,自去年10月起,约160名合法外籍客工被遣送回国,并且禁止在我国工作。 人力部在律政部于周一(15日)宣布收紧客工借贷条例后,对《海峡时报》的询问做出以上答复。 当局指出,被遣送回国的客工以外籍女佣居多,另外有两名女佣为了赚取佣金,担任借贷公司的经纪,目前已被逮捕及接受调查。 他们或在雇用外来人力法令下被控,一旦罪成或面对不超过两万元的罚款,或入狱不超过两年,或两者兼施。 遏制外籍借贷人数激增趋势 律政部于周一宣布了六大收紧外籍人士借贷条例的措施,以遏制三年来的激增趋势。 文告指出,我国外籍借贷人数在数年来出现翻倍成长,且高居不下,从2016年的7500人,2017年的1万9000人、2018年5万5000人到今年,单单上半年就有了5万3000人。 其中即日生效的条例包括限定客工借贷额避免过度借贷;放贷商不能针对女佣等弱势群体打广告,及相互介绍客人;不能聘用外国人当担保人或经纪等。 而其中一条措施将在8月15日起才生效,即每家合法放贷商的借款客工人数将限制在300人以内,而且个别业者账目上的外籍借贷人,其借贷总额不能超过15万元。 条例限制放贷商每月只能向不超过15名外国人发放贷款,且每年不能超过50人。 目前我国有158家放贷商,其中超过一半的已经超出了人数和金额顶限,因此他们从8月15日开始将无法房贷给外国人,一直到有人还清贷款,空出限额为止。 律政部指出,设置顶限能够将借贷供应调节到更可持续的水平。当局提供了一个月的过渡期,让放贷商能够改变系统和调整流程。

堆满杂物的单位发生火患,外号“黑人”的60岁拾荒叔受困其中,因吸入热气,遭浓烟呛死在厕所内。 有关火警于5月27日晚上9时许,在淡滨尼12街第157座组屋的一个单位发生。 外号“黑人”的死者是60岁的阿叔沈梅璧(Sim Buay Piak译音),事发时他独自在住家内,且根据婚姻注册局网站资料显示,死者未婚。 寻获时已无生命迹象 验尸庭近日针对死者的死因做出结论,指死者被发现时已无生命迹象,因吸入过多浓烟而夺命。 据法庭文件指出,事发当晚9时15分,一名男子声称在死者楼上的单位闻到烟味,然后在死者家门外发现火患,赶紧报警。 民防部队人员赶抵现场时,因没人应门而强闯,却发现该单位内的堆满了杂物,其中包括厕所门、冰箱和冷气机等,屋内仅有一条狭窄的走道。 队员们最后在厕所内发现身穿百慕大(Bermudas),双手放胸前地蹲在厕所内,其中一只手还握着塑料水管。 寻获死者时,到场的医疗人员产证对方已无生命迹象,民防部队将他抬出屋外。 民防部队当时派出了两辆消防电单车、两辆消防车和一辆支援车到现场,火势经由民防部队以一个水枪扑灭。 该单位调查报告指出,死者有抽烟的习惯,且因为单位断水断电,死者晚上都用蜡烛照明,则火患的发生纯属意外。当局指出,无法确认火患的起源是来自香烟或蜡烛。 验尸官对有关的调查结果表示同意,并认为死者在发现屋子着火时,受到杂物所困而难以逃生,且吸入热气,所以躲到厕所去。岂知,他却因此吸入过多浓烟而丧命。验尸官也将此案的死因列为意外。
