根据杜克-新加坡国大老龄中心(CARE)近期发布的一份研究,研究中有近半(49巴仙)受访年长者认为,虽生活上未有困难,但财务收入只能刚好应付生活开支。 杜克新加坡国立大学医学院,老龄研究与教育中心发布《新加坡健康、就业、社交和代际转移研究》报告,研究获得卫生部支持,采访了4千549名,60岁以上的年长新加坡人。 上述研究涵括国内年长群体在身心灵健康、对于医疗保健服务使用程度、社交、社会参与感、代际(财富)转移、终身学习、就业和退休等各方面。 研究其中一项课题,询问年长受访者,他们是否有足够的收入来应付每月家庭开支。 在2017年,有29.5巴仙的60岁以上受访成年人认为,他们有足够的钱应付开支,还有些盈余,但随着年龄增长这个比例减少,例如80岁以上,认为财务够用的受访者仅为25巴仙。 至于近半年长者则反映他们的收入财务只是刚好够用,生活上未有困难。 至于在应付开支上面对一些困难的受访者比例为14.6巴仙,比起2009年13.9巴仙有所增加。至于面对许多困难者,从2009年的2.4巴仙,在2017年增至3.8巴仙。 不过,研究中未衡量受访者的消费和支出。 生活成本、医疗开支增加 研究者认为,年长者面对财务不足,可能来自包括生活成本以及对医疗开支的增长等因素,特别是80岁以上群体面对的财务不足比例最高。 至于在70-79岁年龄层,生活开支上面对一些和许多困难者高达21巴仙。 报告也揭示随着教育程度提升,收入充足程度也增加。他们在家庭外地社交圈子也较稳健。 老龄中心研究主任马霍他指出,政府岁推介各种政策如建国一代和立国一代等减缓医疗成本的措施或许有帮助,但也应该仔细研究医疗成本财务负担的转变和他们实际获得的福利。 研究也认为,年长者群日间的收入差距可能或增加。
性骚扰课题不只限于我国,且无孔不入,不分地点、对象的发生性骚扰事件,是全球共同面对的新挑战。一名香港大学的前国际学生就在其Instagram上分享过她的经历、感受和想法,而且对校方、对同窗的举止感到寒心和感慨。她说了, “你的沉默,为那些潜在犯罪者在手握权力并持续滥用时,制造了安全的避风港。” 这名前国际学生目前已离开香港,她之前在港大牙科就读,而被指肇案者却是她的导师,是首批自港大毕业的牙医,曾任部门的代理主管,并且在学院中教学多年,教科主任也曾是他的学生。 网上分享经过却无人关注 受害者在决定分享其经历之前,也是有挣扎的,“我数周前就想发布这帖文了,但是退缩了:我很害怕。密友一直告诉我,如果我要公布它,我必须站起来;如果我希望它具影响力,我必须成为背后的声音,让人们能够更好地联系起来” 。 事实上,她曾再Instagram分享了部分故事,但未获得很多关注,只有四人分享。她唯有直接联系看过帖文的朋友,请他们帮忙将故事分享到脸书上。 但她也理解到,在香港这个享有“抗议之城”名称的国家,人们对于性骚扰课题,却似乎显得非常胆怯和沈默。而她的内心深处,也觉得自己是个失败者,甚至要腆着脸去求别人分享自己被性骚扰的事迹。 自责自问为何不叫对方停手 她指出被性骚扰后,肇事者的存在就令她感到毛骨悚然。受害者指肇事者盯着她胸部看的方式、抓着她肩膀的方式、猥亵的笑话或语言,甚至指受害者应找个已婚男,并暗示自己就是已婚男的种种,都令她脊椎发冷。“不是我太过拘谨,但是我的直觉告诉我他这么做是不适合的,尤其他身为一名教师。当我看到他在诊所喝酒、看似沉醉时,我对他的恐惧加剧了,我告诉我的护士,不要让我一个人、没人看顾。” 根据她的文章中,她也分享了受到性骚扰后的影响。她在受到骚扰时似乎被吓呆了,一度以为是自己反应过度、怀疑是自己的问题,甚至自责、自问为什么没叫对方停手等,感到愤怒和沮丧。 在面对这个创伤时,一部分的她感觉像是受害者、一部分觉得自己像白痴,还有一部分要求正义获得声张。她当时自责,也觉得需要负责任。她不仅因此感到被羞辱,内心深处也感到非常羞愧,因为不能为了自己站起来,并且无法控制一切所发生的。“因为我觉得无助和无力,我失眠、没胃口、哭着睡觉、周末不愿外出、心跳加速并且在想到会在校外遇见他时,感到不能呼吸。我无法专注。” 教科主任说“这不算性骚扰” 受害者表示,曾经与学院的教职员、朋友和教师都有不好的经历,更导致她的羞耻感加剧、害怕被标签成麻烦制造者、被报复。 她曾经向同行和护士们倾诉,也曾想教科主任投诉。同行和护士的反应还蛮正常的,不是支持她去投诉,就是要求她放下并继续前进;有者劝她说反正即将离开香港了,不会再见到他了。她也获别人告知,投诉后或许肇事者会导致她的生活更糟糕,如地狱般。而教科主任在听了她的倾诉后,就咯咯的笑了,说这不算性骚扰。 受害者表示,她受到了精神创伤,但是教科主任一句“这不算性骚扰”让她非常愤怒,“他以为他是谁,能定义什么是性骚扰?”。来自同窗和教师的回应也让她觉得不舒服,他们有的笑了、有者无动于衷。 但令受害者感到最不堪的,是来自女性友人的问题,询问肇事者触碰了她那一个部位?胸部?腰?这不禁让受害者质疑她们的立场,难道性骚扰只是触碰胸部或腰部,或其他任何一个地方吗? 受害者慎重申明,性骚扰还包括了言语方面、视觉、手势或不对的肢体行为。 揭发事情并非为了报复 也曾有人告诉受害者,肇事者自上世纪90年代就一直有不恰当触碰女学生的恶行,至今他还是安然无恙。 她分享道,在投诉了肇事者时,对方还在周五的会议中。她当时曾在四楼遇见肇事者,立刻哭着跑到护士长的房间去寻求掩护,并请对方帮忙查看肇事者是否已经离开。 她表示,校方最终将肇事者自其教师群组中移除,这令她感到非常感激,但让她失望的是,其研究生管理员从来没有过问她有关的事件,以及她是如何应付往后的,一次都不曾有过。 而在经过深思熟虑,受害者决定将者不愉快经历公布社交媒体,希望能提升众人在工作场所或教学机构的性骚扰意识。 “我不是对发生在我身上的一切报复,也不是无理攻击,但是让犯罪者在我离开后重返该学院任职,可能危害到其他的女学生安全,显示了香港大学对待此事件有多轻率。” 她也指出,在分享有关故事到脸书上后,曾被告知外交部的某人正在调查这件事情,可能会和她联系,但是受害者表示,没有人这样做。 “我主动联系了转告我的其他人,并且和香港大学平等机会事务处的负责人联系。当我的问题没有得到答案时,我被告知有关问题已经被‘升级’了,并且在学院内展开讨论。学院中没有人联系我。没有我的供词,一个恰当的调查或讨论会要如何进行呢?”...

在我国国会在本周三(5月8日)通过《防假消息法》后,国际特赦组织(AI)随即在隔日发表声明,促请政府必须停止颁布法案,避免大大地缩减人民的言论自由。 该组织声明,由4月1日起提呈国会的《防假消息法》,以对抗“散播网路假消息者”,保障社会公众利益,已是默允政府持有不受约束的权力,钳制任何发布不利于政府的网络观点。 国际特赦组织东亚区主任轲霖(Nicholas Bequelin )斥责,新加坡曾有和平的批判声音当作刑事犯的不良记录。他认为,新加坡人民对于“制定法案旨在遏止网络言论”一事深感恐惧,因为这等于赋予政府权力审查批判性的政治言论。 轲霖说“这等于给予政府不受约束的权利,来审查充满批评与抗议的言论。法案并没有明确指出”真伪消息“的定义,甚至是”误导“的判断。 该法案于周三晚上10点,获得72票赞成、九票反对以及三票弃权,三读通过。对于提供假消息者,将依法裁定,可能获判最高10年监禁及罚款。 轲霖:政府能借机介入人民言论自由或管制传媒 该法案赋权部长,可要求社交媒体公司如脸书或推特移除可能含有“假消息”的内容。 轲霖认为,该法案赋予政府过多的权力,评断“假消息”的内容,并要求公司将其内容撤下。 他还说“这是一项人民需要警惕的现象,虽然科技公司有责任确保提供民众一个安全的数码空间,但并不表示政府能借机介入人民的言论自由或管制新闻媒体。” 他质疑,法案也是政府打击批政治批判言论的长期计划之一,透过对媒体设限,以及以刑事罪起诉维权人士,来抑制批判性言论。 国际特赦组织也举例,在去年举办的蓄意散播假消息国会特选委员会听证会,干扰人权维护者韩慧慧的自由言论,并罢免她出席听证会。 韩慧慧当时手持一本由杰蒂.拉杰写作的专制政治相关的书籍(原名:Authoritarian Rule of Law, Legislation, Discourse and Legitimacy in Singapore’) 国际特赦组织也举出诸多维权人士,如范国翰因多次组织和平集会而遭控诉,他在今年3月也因上载一张声援撤销对本社总编辑许渊臣的刑事毁谤案而遭提控。 轲霖最后总结,“鉴于该法案,政府将会对网络社交媒体进行全面监控,故该法案理应被撤回。”
根据国家发展部昨日(5月9日)发表的文告,指动用中央公积金存款申请公共组屋房贷的政策已更新,未来只要相关组屋能让买主住到至少95岁,即可动用公积金普通户头存款支付至估价顶限(valuation limit)。该政策从今日生效。 此前,要动用公积金买房,若屋契少于60年,屋契期限必须让最年轻买家足以居住到80岁,才可动用公积金,但可动用的金额会受限在估价顶限的一定比率;如果屋契少过30年,买家则不能动用公积金买房。 国家发展部在文告中指出,这项调整政策也考量到国人寿命增长,确保国人晚年住房需要能满足。该部相信大部分屋主都不受此调整影响,因为他们购买的房产屋契可以维持到他们95岁。 新条例下,房子屋契需至少20年以上,但只要让买主住到95岁,仍可可动用公积金买房。而40-50岁买家群体,在购买高屋龄房子时,可动用较多公积金积蓄。 若剩余屋契期限不足以让买家住到95岁,可动用的公积金存款比例,取决于屋契期限和买家年龄。 至于可动用公积金的最低屋契年限,则从过去的30年调整至至少20年。 此外,拥屋者满55岁时,领取公积金存款的条件也将调整。房产剩余屋契必须能让屋主住到95岁,屋主才能领出扣除公积金退休户头基本存款额的剩余款项。 在这之前,只要屋契剩下超过30年,会员就能领取扣除基本存款(BRS)额的剩余款项。 国家发展部认为,上述调整让买房者提供较大灵活度,买到终身家园同时也保障充足的退休生活。 范例:若剩余屋契期限不足让买家住到95岁: 买家年龄 25岁 房屋类型 四房式重售组屋 屋契剩余65年(到买家90岁就到期) 市价 43万元 在调整后的政策后,可动用的公积金顶限约为38万7000元 2019年5月10日前 2019年5月10日生效后 可动用公积金顶限 100巴仙估价顶限 (43万元) 90巴仙估价顶限 (38万7000元)...
针对我国国会通过《防止网络假消息与网络操纵法案》,科技巨头谷歌发表声明,认为该法案对于未来科技创新是有负面效果的,而我国政府正积极发展高科技行业来推动国家经济增长,若《防假消息法》推出,或阻碍高科技行业的创新发展。 日前,国会于周三晚上10点期间,三读通过《防假消息法》,等于赋予政府与部长权力管控社交媒体网页如脸书、推特所发出的帖文。他们可以向被指涉及散播“假消息”者发出要求更正、甚至撤下文章或内容的指示。 一旦被判定为可能破坏社会公众利益的虚假消息,涉事公司可面对最高可达100万新元(约74万美元)的罚款;而个人可被判最高10年监禁。 该法案虽然声称并不会涵盖任何评论,但也会持续与公开的假信息对抗,避免在这个多元种族的国家助长负面效应。 而打击假信息的第一步将会是向假信息者提出“更正指示”,若经上诉后法院裁定该信息确切为“假信息”,政府才会实施第二步-监刑与罚款。 科技公司、维权人士以及新闻记者皆认为该法案会阻碍我国人民的言论自由。 谷歌忧法案阻碍言论自由,将与政府积极沟通 谷歌发言人在《防假消息法》通过后隔天即发出声明,表示“虚假信息是一项充满挑战性的课题,而我们也正努力解决该问题。” 他表明,对于该法案的内容有所保留与担忧,认为法案内容会为科技创新发展带来阻碍。 “我们对于法案的实施表示担忧,故将积极与政府沟通。” 我国正在积极发展高科技行业,已有多家著名的高科技公司设立其区域办事处和重要设备,例如:谷歌(Google)、推特(Twitter)以及脸书(Facebook)已将亚太区总部设立在狮城。 去年脸书宣布将会投资逾10亿新元在国内建立亚洲区域第一家数据中心,预计2022年开始运营。 我国也有设置了多家高科技制造业公司以及不断在开创新生技术。 人权观察(Human Rights Watch)亚洲区副主任菲尔.罗宾逊(Phil Robertson)认为近日通过的《防假消息法》是对许多网络新闻的致命一击,也促使东南亚国家的网络自由产生寒蝉效应。 然而,内政部长兼律政部长尚穆根在国会中否认该法案会制止言论自由并指出法案是针对科技公司因为科技公司无法实施很好的自我监控。 尚穆根表示“言论自由并不在法案的监控底下,我们是讨论虚假信息、网络假帐户、互联网等等。”
5月8日,《防止网络假信息和网络操纵法案》在国会经过两天、超过13小时的马拉松辩论,最终以72赞成票、九张反对票、三张弃权票,三读通过。共有七名部长和次长、31名议员参与相关辩论,其中三名官委议员:王丽婷、特斯拉和郭秀钦,争取通过他们的修法建议但遭否决,在三读时投弃权票。 在辩论进行时,王丽婷数度提出《防假信息法》的修改建议,包括了要求部长们保证能够更加严格看待修正建议、将部长和政府的权限写入法案主体中、要求设立独立的理事会监督执法、还有上诉程序中的缺陷等等。 他们也呼吁政府修改法案中,对“事实”和“不真实信息”的定义,因为目前的定义仍然太过宽泛和主观。 在针对上诉程序中,三人建议在法案中加入一个阐明更多立法原则的条文,并且建议上诉程序必须迅速且成本低。惟,但是尚穆根对此建议表示不认同,他认为三人提出的原则过于宽泛,与之相比,政府反而给出了更具体的时间表。 三人多数建议中,有些在第二次辩论中就已经不被采纳,因此他们决定弃权。 特斯拉更是数度要求国会秘书将有关的弃权票数记录在案。 间中,工人党党魁毕丹星也曾经一度站起来发言,表示对于他们之前不被采纳的建议,每一条都投弃权票。(工人党立场是反对《防假消息法》) 工人党议员之前曾表示,法案将导致寒蝉效应,严重影响人们言论自由。 网民评论有褒有贬 三名官委议员的表现,在《网络公民》脸书专页上载后,网民反应有褒有贬。有人按赞,为三人的表现鼓掌,有人感到无奈,也有人觉得力量不足。 有网民对他们的表现感到敬佩,甚至称赞他们为勇敢的火枪手(brave musketeers)。 网民也指出,信息是公民的权力所在,需要不惜一切的去维护。 有的网民则表示,他们说了这么多,最后却选择弃权,感到非常不认同。 “他们都是无能为力的……”。 网民甚至批评说,议员们都是更看重党多于国家。Dennis Ang指出,“你知道他们是谁了,小心投票。”
