《南华早报》在上周(11月9日)报导,调查记者、《砂拉越报告》主编克莱尔( Clare Rewcastle Brown)预测,在进一步调查之下,相信马国前首相纳吉盗取一马公司资金、藏在香港和新加坡的更多不当款项和内情,将浮上台面。 克莱尔在上周三应邀到访香港,推介其新书。在香港外国记者会的聚餐上,克莱尔发表谈话,指出纳吉盗取的资金藏在香港,很快有关一马案的调查就会尾随而至,纸始终包不住火。 一名来自《亚洲金融》(Finance Asia)的媒体同仁涂汉起(译音),在问答环节询问克拉尔,“马国首相敦马和美国司法部,是否会揭露更多新加坡金融机构或高官,可能涉及一马弊案的肮脏交易?” 对此,克拉尔则回应,对一马弊案的调查中,离不开政治和地域政治的关系。“美国司法部做得很好,但不要忘了其中也牵涉错综利益派系游说和施压。”她认为,贪腐是结构问题,一马案也曝露了国际社群的对监管和制裁岸外洗黑钱系统的大漏洞,无法合作并订立恰当、有效的的国际交易管制。 纳吉透过政府间协议暗度陈仓 “很大部分的国际财富,透过政府与政府之间的协议,在司法机构的眼皮子底下溜走。纳吉非常热爱这种政府间的协议。” 我不清楚马国和新加坡将如何处理此事,但很明显新加坡和香港,都已对一马公司相关的不当交易采取行动。 “你会看到政府之间有很多协议,都是协商和政治交易,而马国和中国目前也陷入这种协商谈判中。因为刘特佐在中国,马国人民也很想知道,中国会否把遣返刘特佐,作为和马国的外交筹码。” “在厨房里憾倒巨人的女人” 克莱尔在聚餐上,也分享进行调查报导过程的艰辛和不易。克莱尔在1959年出生于英殖民砂拉越,八岁前的童年时光都在这篇民风淳朴、天然资源富饶的犀鸟之乡度过。 她曾担任英国广播电视台(BBC)记者,后来与英国前首相戈登布朗的弟弟安德鲁结婚。 她在2010年设立揭弊网站《砂拉越报告》,透过翻查政府文件、国际交易记录、以及砂拉越当地记者和社运份子提供情报,调查时任砂拉越首长泰益玛目的贪腐行径。 克莱尔称,自己的办公室就是家里的厨房,“感谢网络的便利,让我能越洋和砂拉越的社运人士和爆料者联系,同时透过网络平台,让马国的民众能够阅读我的报导。”他希望网络能始终保持自由不受势力干预,让资讯自由流通,人民才能获取与他们利益相关的资讯。 《砂拉越报告》曾被禁 由于一再揭露泰益和一马公司丑闻,《砂拉越报告》也曾被马国通讯及多媒体委员会“以影响国家稳定”为由,封锁该网站。但是随着新政府上台,对该网站的禁令也被解除,克莱尔自身也能自由入境马国。
