人力部指出,截至昨日(9月18日),有5700名客工尚未接受定期冠状病毒19检测,因此他们的客工通行码仍呈现红色,未能上班工作。 自今年8月份开始,人力部、经济发展局、建设局和保健促进局就一直和雇主们接洽,并提醒他们为客工们安排定期冠毒检测。各负责单位也确保为客工们提供足够的预订位子,并协助有困难的雇主进行客工安排。 接受过冠毒检测后,客工们的通行码将会转为绿色,可以开始工作。 然而,和上周的1万3000未接受冠毒检测客工相比,目前已经有了大幅度的减少,政府单位对于雇主们的合作表示感谢。

民主党脸书贴文和文章,被人力部援引防假消息法(POFMA)发出更正指示。就此该党已上诉至上诉庭,并于本月17日由五司审理。 这也是自防假消息法生效以来,本地最高法院首次受理相关上诉案件。以大法官梅达顺为首的五司,花了近六小时半,同时审理两宗与防假消息法有关的上诉。上诉庭保留判决,择日下判。 两宗上诉分别由民主党和《网络公民》提呈。控辩双方的争辩,主要围绕在谁应负担举证的责任? 民主党辩护律师:举证责任应在部长一方 民主党代表律师苏勒士奈尔( Suresh Nair)就争辩,举证的责任应在发出更正指示的部长一方,或是总检察署,来证明有关消息是假的。再者,内政部对民主党发出更正指示,要求该党贴出声明有关消息不实,却未阐述究竟民主党的消息,哪里不实? 总检察署代表,署理检控官 Kristy Tan则强调,举证责任应在发出消息的人身上,这并非过分繁重的负担,再者若无真凭实据,就不该发表可能影响公共利益的陈述。 去年12月14日,针对民主党的脸书贴文和文章,人力部援引防假消息法,对民主党发出要求更正指示。 人力部当时反驳,本地PMET的就业率自2015年实则逐步增长;且并没有出现本地PMET裁员增加的趋势。 尽管民主党在今年1月向人力部申请撤回更正指示,不过被驳回;再到高庭申诉也被驳回。 至于本社是在今年2月19日,向高庭提出上诉,要求内政兼律政部长尚穆根,撤回“防假消息法”更正指示。 事缘今年1月16日,本社报导捍卫自由律师团发表一篇新闻稿,指责樟宜监狱以残酷和不合法方式处决囚犯。不过内政部对包括本社、雅虎新闻、马国捍卫自由律师团(LHL)还和新闻工作者韩俐颖等单位,发出更正指示。 对于有关报导,上诉庭法官认为,在杜绝假消息和维护报道自由之间必须取得平衡;辩护律师苏勒士也突出防假消息法和宪法下言论自由的冲突。 他以美国水门案件,以及中国吹哨者李文里亮为例,后者警觉冠病的出现,为了群众利益而发布消息。 对此,苏勒士提醒,法庭应考量,若举报者/发消息者,手上并没有相关资讯,要把举证的责任放在吹哨者身上,是否和宪法的言论自由精神一致? 至于《网络公民》辩护律师图莱辛甘(Thuraisingam)也强调,本社相关报导乃是根据有关律师团的声明,再者也已联系内政部希望获得回应。 大法官梅达顺则担忧,防假消息法对于新闻界附加沉重负担,“这让我担心,防假消息法可以告知记者,你不可报导这、或报导那,你必须报导什么、然后说明那是不实的。” 大法官提及,若媒体受到吹哨者申诉,作为群众利益国人亦有权知道。“这不代表我们认同吹哨者、或者他说的就是对的,而(媒体)只是报道了其中的争辩。” 总检察署代表 Hui Choon Kuen则举例,若有吹哨者声称新加坡水源被污染,要警告民众,即便媒体机构声称已经联系相关部门要求回应,但这无助于针对防假消息法更正指示的上诉。 五司之一的法官朱迪柏拉卡斯(Judith...
