进行导管插入手术时,74岁肾病患者静脉和动脉意外被刺破,导致急性内出血而亡,这也是我国首次发生类似死亡事故。 据验尸庭指出,患有肾脏衰竭的74岁Lee Kuen Ngian于2016年11月10日,在陈笃生医院接受腹膜透析治疗(peritoneal dialysis),及把一种特殊的无菌液体灌入腹部内,再引出血液中的杂质。 死者之前已接受过检查,被评估为适合长期接受有关的治疗。 在当天进行手术时,肾内科负责医生See Yong Pey将导管插入腹部后并未见任何异常,但是在引入空气到死者腹腔时,却见死者忽然倒下,导管也被移出。 死者的脉搏曾在抢救时恢复,但是之后就出现两次“无脉搏性呼吸”,最终抢救不治。 据法医Chan Shijia指出,死者是因为在导管插入过程中,静动脉被刺破了,引发急性内出血,而高血压和肾病也有影响到病情。 庭上,新加坡医学专科学院委托了两名专家参与研讯,即来自新加坡中央医院的Tan Chieh Suai以及伊丽莎白诺维娜专科中心的Cheng Shin Chuen。 其中,Cheng Shin Chuen就认为涉案一审的导管插入技术并未达到可接受的水平,指医生或许在插入导管到死者腹腔时,导管尖锐的部位全部插入而导致静动脉破裂。 Tan Chieh Suai则表示,他认为有关死亡事故首次在本地发生,并对涉案医生在取得腹膜导管插入手术临床特权的两个月后,就已经进行了23次相关的手术,感到难以置信。 验尸官指出,这死亡事故不涉及任何犯罪行为,只能算是不幸的医疗事故。 验尸庭则建议深入调查此事件,寻找最佳的手术方式,防止悲剧重演。

昨日(26日)人力部宣布,将进一步调整外籍雇员政策,包括提高S准证和就业准证薪金门槛。 针对PME(专业人士、经理和行政人员)的就业准证,在今年3月刚提高到3900元。至于S准证,(适用于技术人员)目前的薪金门槛,为每月不少于2千400元。 尽管民众欢迎上述举措,仍提醒“上有政策,下有对策”,必须提防雇主“走漏洞”。 然而,新加坡中小企业商会(ASME)会长王腾忆(Kurt Wee)却有不同看法,据《海峡时报》报导,他认为过去八、九年来,本地企业已面对紧缩的外籍劳动力市场。 他更担忧上述政策对本地劳动力“过度保护”,恐怕会对新加坡劳动力的应变和竞争能力带来负面影响。 王腾忆早在2002年便参与中小企业商会,2004年年仅30岁即任副会长,2013年担任升任会长。他涉足投资和私募股权领域,也在一些政府、慈善获学术机构担任委会委员。2011年,他也曾提名官委议员。 曾提出二外籍雇员对一本地人比例 实则,在2017年的一场公共对话会,王腾忆曾提出本地雇员和外籍雇员的理想比例是二比一,意味着职场上三位雇员中有两位是外籍人士。 “当然2:1比例不是最佳的。但我们也不一定要效仿杜拜,九或10位外籍人士对比一名本地雇员的比例。但将来往1比二的比例发展并非不可想象。” 他当时也宣称,两位外籍雇员对比一名本地人的比例,仍是“可以管控且能赋予企业更多产能。”
日前,世界各地传出有康复者二次感染的症状,包括香港、荷兰、比利时等。对此,上海复旦大学附属华山医院感染科主任张文宏表示,人类短期内难以通过疫苗达到群体免疫,故即使疫苗面世,在未来数年内仍须保持常态化的防疫态势。 继香港传出全球首宗二次感染的病例后,荷兰及比利时各有一名康復患者再度染疫,引发全球关注。此次二次感染患者包括香港33岁男子,于四月中康复出院,惟本月欧洲旅游后,再对病毒呈阳性;荷兰的二次感染患者为一名老人,其免疫系統虛弱;而比利时一名女子则在首次确诊后,三个月左右再度染疫。 对此,上海复旦大学附属华山医院感染科主任张文宏表示,人类短期内难以通过疫苗达到群体免疫,而且针对香港出现的二次感染病例,指该病例是个别案例,非一般意义上的复阳,需进一步观察再感染患者是否成为常态。 张文宏也表示,再感染关乎免疫的持久性,也关乎未来疫苗保护的时间和重复接种的间歇时间。全球目前有2千200多万人曾感染,假如再感染成立,那么在冠病高发和流行地区,再感染或成为常态。不过他也指出,目前四种较常见的冠病病毒,感染后免疫时间都超过4个月。 而荷兰病毒专家科普曼斯则表示,早已预料会有二次感染,认为要观察有关情况是否经常发生。比利时病毒专家范德兰斯特则指,女患者两次感染的病毒菌株差异,“足以称得上是不同的病毒株”。 他解释,这名患者首次确诊时只有轻微症状,“那么你身体产生的抗体较少,不足以保护你免受第二次感染”。

卫生部、人力部、贸工部、交通部和新加坡民航局发表联合文告,自明日(28日)起到下周一(31日),将特别为搭乘飞机前往中国的乘客安排冠状病毒19检测。 据文告指出,中心的开放时间为早上9点至中午12点,以及下午1点到4点,直至周日(30日)。乘客可在出发前,到裕廊东21街450号的区域检测中心接受检测。 检测结束后,乘客将会在48小时内获得检测结果,每次检测收费为168元。 中国驻新加坡大使馆近日增加新规定,要求所有从本地出发到中国的乘客,必须在出境前的五天内,接受病毒核算检测。 而为了配合大使馆的规定,当局也已要求航空公司向乘客传达相关信息,自25日以来,已有730名乘客配合检测。 若有在9月1日起,欲搭乘航班飞往中国的乘客,可向贸工部、人力部、教育部和卫生部寻求援助。 当局呼吁乘客在飞机起飞前,安排足够时间接受检测。 日前,从新加坡去往中国天津的酷航一趟航班,13名乘客被检测出感染冠状病毒19。当时他们均无症状,在做核酸检测时被确诊,随后被送往当地医院。

昨日(26日)本地新增60例冠状病毒19确诊病例,其中包括三例社区病例和10例入境病例。 10例入境病例中,有两名本国公民和三名永久居民,于8月14日从印度入境我国。 另外两名则为工作证件持有者,分别于本月14日从印度和菲律宾入境我国;两名眷属持有者分别于12日和14日,从印度与美国入境;还有一名则为长期探访准证持有者,于12日从印度入境。 10名入境者在入境后开始履行居家通知,均无症状,隔离期间接受冠病检测时确诊。 另一方面,三例社区病例中包括一名本国公民,为66岁男子,是当局对出现急性呼吸道感染的病人进行检测是查出确诊,目前与其他已知病例无关联。其余两名则为工作准证持有者,与早前病例有关,他们较早前已被隔离,且均无症状。 其余47例新病例是住在宿舍的客工,其中29人与早前病例有过接触,因此已被隔离;18例则是当局进行轮流例行检测,以及检测出现急性呼吸道感染病患时发现。经血清检测后,其中七例病例的检测结果呈阳性,相信已在早前受感染。 目前本地未有新增感染群。日前再度列为感染群的双溪登加客工宿舍,新增八例病例,截至目前达69例病例。 截至昨日,本地又有155人出院或离开社区隔离设施,其康复总人数增加至5万4971个。 仍有65人尚未出院,1千432人则在社区设施接受护理或隔离,死亡病例维持在27例。
