因为2017年7月的一则脸书贴文,批评我国政府“好诉讼” (ligitious),法庭制度“温顺” (pliant),李显扬之子李绳武,遭总检察署起诉藐视法庭。 上月29日,高庭裁决李绳武藐视法庭罪名成立,判罚款1万5000元,或一周监禁。 对于这项诉讼,李绳武在个人脸书更新资讯,称他已决定缴付罚款,以换来耳根清净。“缴付罚款,可避免给新加坡政府有便宜的借口,来攻击我和我的家人。” 但他强调,这并不代表他认罪,也不会否认在私人帖文中公开给友人的文字,坚称他写的东西并没有触法。再者,一个文明社会,不该因为公民的私人评论谈及司法系统,就因此以言入罪。 他重申,尽管政府声称他的私人贴文“丑化司法机构”,但他认为,滥用国家资源打压个人言论,才是真正的丑事。 “在为期三年的诉讼,新加坡总检察署写了千页法律文件、撤销我辩护宣誓书(defence affidavit)中的一些部分、还要求我公开我在脸书上所有的朋友。” 李绳武早在今年1月,已选择不参与这项诉讼,“不抬举总检察署所作所为”。然而即使他没参与,还是花了半年时间才有诉讼结果,“拖沓得足以使政府处理疫情失当、还召开选举。”
因疫情导致全球经济情况恶化,加上我国上半年经济表现疲弱,促使贸工部向下收窄全年经济预测,从原本预测萎缩4巴仙至7巴仙,下修至5巴仙至7巴仙。 据贸工部公布的第二季新加坡经济调查报告,我国第二季经济萎缩13.2巴仙,情况则比第一季萎缩0.3巴仙更糟糕。 其中季度经济表现恶化最为主要的原因为我国从4月7日至6月1日开始实行阻断措施,加上疫情爆发导致全球陷入经济衰退,才致使外部需求疲弱。 经季节性调整后,今年第二季的经济环比萎缩13.1%,萎缩幅度比第一季的0.8%更大。 其中,造成最大冲击为建筑业,第二季萎缩59.3%,相比上一季的萎缩1.2%更糟糕。其中因为几乎全部建筑活动在病毒阻断期间暂停。 而住宿和食品服务业萎缩41.4%,情况同样比第一季的萎缩23.8%严重。 再来,制造业萎缩0.7%,扭转之前的7.9%涨幅。批发及零售贸易业萎缩8.2%;交通与储存业萎缩39.2%。 资讯和通信业也稍微萎缩0.5%,金融和保险业则扩张3.4%。商业服务领域和其他服务业分别萎缩20.2%和17.8%。
建设局宣布,放宽同一个工地的客工住宿限制。 建设局早前限定总承包商只能将工地的客工,安置在不超过10个住所内,避免和不同宿舍的客工交叉感染冠毒。而随着冠毒的病例减少,建设局宣布于昨日(8月10日)起,暂时终止有关的限制,以协助建筑业复工。 惟,当局仍然促请雇主们将同一工地的客工们安置在一起,不要按所属公司进行住宿分配。当局呼吁雇主和宿舍经营者紧密合作,确保客工宿舍做足安全居住措施。 当局也允许所有雇佣建筑客工的公司,可在没有申请之下立刻复工。 但是,当局仍要求总承包商,为需要为进入建筑工地或施工场所的客工进行申请,以避免相关场所互让涌入大批客工,提高了感染风险。 而承包商和施工场所的业主受促,在随着工作客工人数的增加,必须严格监督并管制客工之间互动和交流,确保不同宿舍或不同工作的客工没有互动。 除了建设局,人力部也会随着加强监管工作,不遵守安全管理措施的人士将面对相应的对付行动,包括开罚单和停工令。 另外,所有客工在SGWorkPass应用程序中的通行码,将于周四(8月13日)起改为“批准复工”,即通过冠毒检测、没有获得居家通知、安装了“合力追踪”应用程序及住宿地点没有病例这四项条件的客工们,就可以离开住所上班。
今年3至7月间,向社会福利团体求助的家庭增加了40巴仙,当中也有不少中等收入家庭! 据《联合早报》报导,例如非盈利组织Free Food For All,平均每月为150户至200户家庭提供食物,但近期求助者激增,甚至多达近千户家庭求助。 至于向政府申请援助者也有增加趋势。今年3至6月,社会关怀计划申请,比去年同期增20至30巴仙,每月获批申请约4千个。 据马林百列集选区议员陈川仁指出,也有不少私宅屋主向他求助,原本收入颇丰,却因拥有多个房地产、汽车和商业投资等,致使债务负担过重。租户被裁离开新加坡,也致使房东们收入锐减。
据8月10日卫生部文告,新增12入境病例,来自菲律宾、印度和孟加拉! 其中有四人,是在7月29日,从上述国家返国的本地公民或永久居民。 另外三例是在本地工作的工作准证持有者,在上月29日从菲律宾抵境。 其余三例则是持眷属证人士,在上月27和28日从印度抵境。这当中还包括一名三岁女童、14岁和35岁印度籍女性。 本地上一次入境病例双位数,是在上月27日,单日就有15例入境病例。 8月10日新加坡单日就有188例确诊,一例社区病例早前曾接触确诊病例。住宿舍客工有175人确诊。 早前,跨部门防疫工作小组声称已完成检测所有宿舍客工,不过目前仍有2万3300名客工在隔离。 本地累计确诊5万5292例,112名病患留院治疗,新增694康复病患,累计治愈人数4万9609人。
