在疫情肆虐全球之际,各国都忙于压平疫情曲线(flatten the curve),甚至要保持“零死亡”更是难上加难。然而,越南却“奇迹般”做到了。目前仍保持在不到300确诊病例,并尚无死亡病例。到底越南在防疫控制中做了什么,让它们可以持续保持“零死亡”的记录。 《澳洲广播公司新闻频道》(ABC news)于本月13日发表相关文章揭露越南在冠状病毒19的防控工作。文章指出,如今越南的确诊病例仅达249例,尚无死亡病例,与其他东南亚国家包括马来西亚和新加坡比较起来,显得出类拔萃,更是许多国家望尘莫及的防控结果。 维多利亚州墨尔本伯内特(Burnet)医学研究院教授迈克图尔(Mike Toole)向澳洲广播公司新闻频道表示,“澳洲确实相当关注新加坡的情况,但新加坡目前是世界最大的败笔之一。” 越南“零死亡”秘诀:当局诚实让人们能够获得具体充足的信息 而这均归功于越南当局对冠状病毒的诚实,让越南人民获得具体充足的有关疫情及其防控措施的信息。 文章也援引维多利亚州墨尔本伯内特(Burnet)医学研究院教授迈克图尔(Mike Toole)的话,“从1月初开始,政府便意识到国内临床资源有限,稍有疏失,越南可能将无法控制疫情的爆发。因此他们并没有将病毒包装成普通流感,而是描述了症状,并提供他们检测讯息。” 尽管越南是一党专制国家,在信息透露上是出了名的严谨,但在防疫工作上,大部分专家仍倾向相信越南政府所公开的数据皆为真实。 专家:比起其他中国以外的国家更快采取行动 另一方面,文章指出,越南在此次防控工作上表现出“积极主动,为各种情况做好准备”的态度。自1月22日越南出现首起确诊病例,当局迅速成立防控工作队伍。世界卫生组织越南代表朴启动(Kidong Park)评价,自中国疫情出现之初就以积极准备,对风险进行早期评估。 “采取的行动很可能是比任何中国以外的国家还快。”迈克图尔表示。 除了暂停所有往返中国大陆、香港和台湾的航班,也让返回越南的人必须接受14天隔离,甚至在3月上旬,越南科学家已开发好几种低成本的试验试剂盒。尽早研制冠病病毒检测试剂盒,要求人们出行时佩戴口罩,具备检测能力的实验室从1月的3个升至4月的112个等。截至4月底,越南已为26万多份样本进行检测。
日前在脸书上流传,一家建筑公司自行改造罗厘车斗,用隔板把乘车客工“隔离”开来以保持安全距离。 但是,人力部和陆路交通管理局商议后,认为此做法或许会危及车上的乘客,甚至是其他的道路使用者,很不安全。 人力部表获悉有关视频后,指出那是该公司向当局提呈的建议和示范,是在建筑公司范围内拍摄,但是还未正式使用。 当局指出,在和陆交局进行商议和评估后,认为隔板会在卡车行驶时突然移动,乘客和其他道路使用者的生命安全或受影响。因此当局在周三(5月13日)已经向该公司郑重声明,并不采纳这种设计,而且也不安全。 此外,人力部也强调已设立新规定,即在罗厘车斗的客工们也必须保持一米的安全距离,因此每辆罗厘的载送客工数量将受到限制。 另一方面,有关公司昨日在脸书帖文澄清,有关视频只是演练,并对引起误会表示歉意。 Shin Khai建筑表示,建议在罗厘上设隔板,主要是保护客工免受冠状病毒传染,并解决客工载送数量限制的问题。 该公司表示,虽然视频引起关注,吸引更多的建议,然而也因此一些误会,以为该公司不人道且无礼对待客工,因此表示歉意。
为了能够提高我国的检测能力,当局正招募冠状病毒19拭子测试员(Swabber),以协助冠毒检测工作,助理起薪达3千400元,正式升任测试员就达到3千800元。 根据新加坡职总就业与职能培训中心(e2i)的招募海报,成功获录取者均由助理开始,接受在职培训,并且应征者需至少拥有N水准或WPLN5等级资历,且身体状况良好,未有其他慢性病史。 消息一出,却引起许多前线人员的不满,认为该薪资已高于许多护士。 护士质疑为何未有任何医疗专业背景下,仍可获得高薪 一名护士Sim Hong Yu在看见招募消息后,在个人脸书上抱怨,对于未有任何医疗背景提供如此高薪感到相当沮丧。 Sim认为,即使这份工作潜藏着高风险,理应以高薪聘请,但对于拥有者医疗背景的人而言,其高额薪资显示出对专业的不尊重。 “我能够理解并接受工作范围内所潜藏的高风险,也很感谢愿意投入工作的人,但我想强调的是,其中的讯息—医疗服务长期面临的薪资落差问题。 Sim解释,一些刚毕业护士平均薪资约1千900元左右,甚至在工作了五至六年后都不一定达到3千800元月薪,然而未有任何的医疗专业背景下,竟然可以在短时间内获得3千800元的薪资。 “就算是SQ Care 大使的薪资,竟然都比我们应届毕业生的薪资还高!您是想告诉我们,我们辛苦所获得的文凭与学位在今时今日是毫无价值的呢?是不是代表着医护人员的平日工作是不会面临任何风险的?” Sim质疑,尽管该工作拥有高风险感染可能,所以才会调高薪资,但已拥有护理学位以及11年工作经验的她来应聘,是否更能获得更高的薪酬。 “如果我申请这项工作,我是否能够凭借我的护理学位和11年的工作经验获得更高的薪酬呢?如果无法,那您到底想传达什么讯息?” 对此,她期望能够在疫情结束后重新审视医护人员的薪资问题,比起作出无数场“感恩大秀”,医护人员更希望能够检视医护人员的薪资问题,为他们提供更好的薪资福利。
