It added that the civil service reviews salaries periodically and adjusts them when needed to “broadly keep pace with, but not lead, the market”, noting that market salary levels have risen since the previous major adjustment to these schemes.

This is the first salary revision to these civil service schemes in four years, following the previous round of adjustments that took effect from 1 August 2022.

In 2022, about 23,000 officers across various schemes received adjustments ranging from 5 per cent to 14 per cent, with PSD then describing the move as keeping pace with the market.

For the 2026 adjustments, eligible officers on the Management Executive Scheme will receive increases of 2 per cent to 9 per cent, with higher adjustments going to grades where gaps with market benchmarks are assessed to be larger.

However, PSD said there will be no adjustments for Management Executive Scheme officers whose salaries are already considered competitive.

Eligible officers on the Technical Support Scheme will receive increases of 4 per cent to 9 per cent, the PSD said.

For the Management Support Scheme and Corporate Support Scheme, eligible officers will receive salary increases of 4 per cent to 5 per cent.

Eligible officers on the Operations Support Scheme will receive adjustments of 4 per cent to 8 per cent.

The Public Service Division said the adjustments were made following close consultation with the Amalgamated Union of Public Employees, which represents many public sector employees.

Beyond salary changes, the Public Service Division said it will continue strengthening rewards tied to performance, while stepping up efforts to offer meaningful career development and growth opportunities for officers.
