Pritam Singh welcomes Eunos HDB flats upgrade benefiting 1,697 households under latest HIP rollout
Workers’ Party chief Pritam Singh welcomed the inclusion of Eunos HDB blocks in the latest Home Improvement Programme, with 1,697 households set to benefit as HDB announced upgrades for around 18,000 flats across Singapore.

SINGAPORE: Pritam Singh, the Member of Parliameng for Aljunied GRC, has welcomed the inclusion of a cluster of Housing and Development Board (HDB) flats in Eunos under the latest round of the Home Improvement Programme (HIP), with up to 1,697 households expected to benefit from the upgrading works.
The Workers’ Party chief shared the update on Facebook on 17 May 2026, following HDB’s announcement a day earlier that around 18,000 flats across Singapore had been selected for upgrading under the programme.
Singh said Blocks 651 to 672 in the Damaiville area of the Eunos ward in Aljunied GRC had been included in the latest HIP batch.
“Team AHTC had put up the Blk 651-672 Jalan Tenaga/Damai cluster for the HIP,” Singh wrote, adding that the latest selection would benefit up to 1,697 households.
He also thanked the Ministry of National Development and HDB for the announcement.
Upgrading progress in Eunos
Singh reflected on the progress of upgrading works in the Eunos ward since he first became a Member of Parliament for Aljunied GRC.
He said that when he first took charge of the area, none of the HDB blocks in the Eunos cluster had undergone HIP upgrading despite the estate comprising well over 100 blocks and thousands of households.
With the latest announcement, Singh said only two blocks in the Eunos ward — Blocks 613A and 613B along Bedok Reservoir Road — remain outside the HIP programme.
However, he said AHTC would continue putting the remaining blocks up for future consideration.
The HIP is a nationwide upgrading initiative introduced in 2007 to address ageing infrastructure in older public housing estates.
Under the programme, selected flats undergo essential improvements including repairs to structural cracks and spalling concrete. Residents can also opt for subsidised optional improvements such as toilet upgrades, new entrance doors and gates.
Upcoming resident consultation
Singh also highlighted an upcoming HIP mini-exhibition for residents living in Blocks 633 to 649 along Jalan Tenaga.
The exhibition will be held at the void deck of Block 647 on 23 and 24 May 2026 from 10am to 4pm.
The cluster had earlier been announced for HIP upgrading in February 2025.
A preliminary survey will also be conducted to assess resident support for the programme before works can proceed.
Singh urged residents to support the initiative, noting that the programme is heavily subsidised by the Government and benefits entire blocks rather than individual households alone.
He reminded residents that at least 75 per cent support from eligible Singaporean households is required before upgrading works can commence.
“Please indicate your approval so that everyone can benefit from this heavily subsidised programme,” Singh said in his post.
Singh had previously stressed the importance of collective support during earlier HIP voting exercises in Eunos.
In a Facebook post published in November 2025, he noted that the programme generally becomes available to eligible blocks only once every 30 to 35 years.
He said HIP voting was important not only for residents seeking specific improvements, but also for maintaining the structural integrity and living conditions of entire housing blocks.
National rollout covers 12 towns; S$253M allocated for latest HIP
According to HDB’s announcement on 16 May, around 18,000 flats across 198 residential blocks in 12 towns have been selected for the latest upgrading exercise.
The affected towns include Bedok, Bishan, Jurong West, Pasir Ris, Sengkang, Serangoon, Tampines and Woodlands.
HDB said the Government had allocated S$253 million for the latest round of works.
Second Minister for National Development Indranee Rajah announced the latest rollout during a block party event in Bukit Batok East.
She said around 409,000 flats have undergone upgrading since HIP was launched in 2007, with Government spending reaching approximately S$5 billion.
Within Bukit Batok East alone, more than 1,600 households across 14 blocks were included in the latest batch.
Indranee said the programme continued to play a significant role in improving ageing public housing estates across Singapore.
“Many of you may have already heard about EASE; however, some of you might not be aware that EASE was enhanced in 2024 to include a wider range of senior-friendly items, such as rocker switches and home fire alarm devices,” she said.
Support for ageing residents under EASE programme
Residents selected for HIP may also opt into the Enhancement for Active Seniors (EASE) programme.
The scheme supports ageing-in-place through features including grab bars, slip-resistant flooring and other senior-friendly modifications.
HDB said around 379,000 households had benefited from EASE since its introduction in 2012.
Government spending on the programme had reached around S$190 million by the end of March 2025.
Singaporean households typically pay between 5 and 12.5 per cent of EASE costs depending on flat type.
Separately, Indranee also highlighted ongoing consultations under the Neighbourhood Renewal Programme in Bukit Batok East.
The consultations involve proposed estate improvements including fitness corners, playgrounds and sheltered linkways.
She encouraged residents to provide feedback on proposed designs as part of broader efforts to improve accessibility and liveability in older estates across Singapore.
