MALAYSIA: Dashcam footage showing a four-wheel-drive vehicle running over a stray dog in Johor has circulated widely on social media, triggering public outrage and calls for an immediate investigation into the incident.

The video is believed to have been recorded at Taman Puteri Wangsa in Ulu Tiram and shows a red pickup truck driving along a residential street before striking the animal, which was unable to move out of the way in time.

The dog is later seen lying motionless on the road following the impact.

Allegations of contractor link under investigation

According to New Straits Times, Malaysia Stray Animals Association president R. Kalaivanan said the incident is believed to have occurred at about 11.24am on 15 May and should be investigated urgently.

He said the vehicle and individual involved have been linked by public reports to a contractor, subcontractor, or agent carrying out work for a local authority.

“This must be investigated because no animal, including strays, should be subjected to cruelty, reckless treatment or intentional injury,” he said in a statement.

Kalaivanan also urged authorities, including Johor Bahru City Council and police, to identify the driver, vehicle owner, and any responsible parties, adding that any contractor linked to animal control duties should be suspended pending investigations.

Under Malaysia’s Animal Welfare Act 2015 (Act 772), offences involving animal cruelty carry penalties of fines between RM20,000 (US$5,037.78) and RM100,000 (US$25,188.90) imprisonment of up to three years, or both.

Public outrage and calls for action

Witness accounts cited in reports claimed the driver may have attempted to chase the animal after failing to trap it, though this has not been officially verified by authorities.

The incident has sparked widespread anger online, with users calling for the matter to be reported to the Department of Veterinary Services (DVS) for further action.

Separately, Johor Bahru City Council (MBJB) councillor Teow Chia Ling confirmed she has lodged a police report over the incident on 20 May.

In a Facebook post, she said she had viewed the footage and believed the act may not have been an accident, but rather a deliberate act of cruelty, calling for a thorough investigation under the Animal Welfare Act 2015.

She also stressed that animals are living beings that deserve protection and said any form of abuse or cruelty should not be tolerated.

MBJB officials separately confirmed that they have received a complaint regarding the incident and said the matter will be reviewed before further action is taken.
