Household refuse collection fees to increase from 1 July 2026

Singapore households will pay more for public waste collection from 1 July 2026. The National Environment Agency cited rising operational and manpower costs faced by public waste collectors, in the first revision since 2024.

Households in Singapore will pay more for public waste collection from 1 July 2026, following a revision of fees under the public waste collection scheme.

The monthly fee for Housing and Development Board (HDB) flats and non-landed private housing will increase by 44 cents, rising from S$10.20 to S$10.64.

Non-landed private housing refers to apartments and condominiums, including walk-up apartments and duplexes.

The monthly fee for those living in landed homes will rise by S$1.50, from S$34.00 to S$35.50.

Both fees are inclusive of the 9 per cent goods and services tax (GST).

The National Environment Agency (NEA) announced the adjustment in a statement on 12 June 2026.

The agency said the revised fees ensure that Singapore's overall waste management system is able to operate sustainably.

It added that the adjustment forms part of a regular review of refuse collection fees to reflect rising operational and manpower costs faced by public waste collectors (PWCs).

The last revision to public waste collection fees was made in 2024.

Support for HDB households

The household refuse collection fee for HDB flats can be offset by U-Save rebates, which are disbursed quarterly.

The rebates for the 2026 financial year will be credited in April, July and October this year, and later in January 2027.

According to the NEA, the rebates are credited directly into eligible households' utilities accounts with grid operator SP Services.

The U-Save rebates form part of a permanent GST Voucher scheme that helps lower- and middle-income households cope with the rising cost of living and increased GST.

The agency said the rebates help eligible households manage their utilities expenses, including the refuse collection fee.
